Iclub Constitution 2007

 


Preamble

Section 1. In order to promote better relations and understanding among the

people of the world, we, students from all countries represented at

Michigan Technological University, do hereby unite in an

International Club and establish this Constitution

Article I – Name

Section 1. The name of this club shall be the International Club.

Article II – Purpose

Section1. This organization shall promote better understanding and closer

relations between international and American students.

Section2. This organization shall promote better understanding and closer

relations among the various national, international and ethnic

groups of students by means of discussion, exchange of opinions,

and cooperative activities.

Section3. This organization shall support and build a strong community with

ethnic/background student organizations and other Michigan

Technological University student organizations,

Article III – Organization

Section 1. All officers must be full-time students at the time of appointment

Or election. The officers of the organization shall consist of

  • President

  • Vice-President

  • Secretary

  • Treasurer

  • Public Relations

Section 2. There shall be established a Program Committee which shall

include the elected officials of the club and chairs of the planned

projects, plus and other member(s) who may be appointed:

  • Activities Committee Head

  • Entertainment Committee Head

  • Fundraising Committee Head

  • Publicity Committee Head

  • Networking (Webmaster)Committee Head

Section 3. The president, with the consent of the Program Committee, may

establish additional committee as may be deemed advisable.

Section 4. The club funds will be generated by fundraising and any other

donations or student fund awarded by the Michigan Technological

University. Sound bookkeeping practices must be adhered to. A

checking account will be maintained at a local bank.

Section 5. General Meetings shall be held every other week. For the weeks

that there are no general meetings, the International Club officers

shall hold officer and chair committee meetings.

Section 6. The International Club consists of two members categories:

  • Active Membership

  • Non-Active Membership

(Please refer to Article IV for Membership details)

Section 7. Each club officer shall be provided with binders to log down

important plans for the club and all other vital documents.

Section 8. If, for any reason, an officer resigns or takes temporarily leave

(co-op, internship, or study abroad), offices shall rotate positions

in place accordingly.

Article IV – Membership

Section1. All students of Michigan Technological University shall be eligible

for membership in the International Club.

Section2. Other person(s) shall be eligible for associate membership upon

the recommendation of an active International Club member in

good standing.

Section3. The international student advisor(s) of the university shall be

ex-officio members.

Section4. Only active student members shall be eligible to vote or hold

office.

Section5. There will be no discrimination on the basis of race, religion, color,

national origin, age, sex, sexual orientation, height, weight, or

marital status.

Section 6. To become an active member:

  • Student must not miss more than two General Meetings per semester.

  • Student must attend at least one International Club social event per semester.

  • Student must participate in at least two fundraising sessions per semester which includes ticket sales (International Night).

Article V – Officers and Committee Heads Duties

Section1. PRESIDENT

Section 1.1 The President shall be the chief administrator and principal spokesperson of the International Club

Section 1.2 He/She shall preside at all International Club meetings and other student leadership meetings, provided by Michigan Technological University student organizations, staff, or faculty.

Section 1.3 He/She shall be, by default, an active member in all committees of the Club.

Sections 1.4 He/She must co-sign any check indicating the consent for expenditure, so as long as all officers of the Club are informed of the spending.

Section 1.5 He/She shall plan and send out agendas to all officers at least 24 hours before an officer meeting. Agendas should inform and remind officers of their duties.

Section 1.6 He/She shall provide specific deadlines, such as date(s) and time(s) to enforce given tasks and duties of officers and committee heads. Deadlines are sent through e-mails and given in officer meetings.

Section 1.7 He/She shall set meeting appointments to work with all officers and committee heads individually to plan out future duties, events/activities accordingly to their position.

Section 1.8 He/She shall set appointments with the Vice-President periodically (weekly as need be), to plan out meetings, ideas, and long-term future goals of and for the International Club.

Section2. VICE-PRESIDENT

Section 1.1 The Vice President shall be the chair of the Program Committee.

Section 1.2 He/She shall preside at the regular meetings of the club in the absence of the President. If the office of the President should become vacant, the Vice President shall act as President until the office of President is filled.

Section 1.3 He/She shall be responsible for contacting and holding meetings with the committee heads of the Club, such as general meetings and officer meetings.

Section 1.4 He/She shall meet with the Club President periodically to plan long-term goals and ideas for the growth and structure of the Club.

Section 1.5 He/She shall organize the structure and agenda of the meetings with the officers and general members.

Section 1.5 He/She shall maintain and update calendars of International Club past and upcoming events (i.e. International Night), meetings, and activities (i.e. Fall Color Tour, July 4th Picnics, etc.). He/She shall also keep an update of other multi-cultural events held on campus throughout the year.

Section3. SECRETARY

Section 1.1 The Secretary shall be the official recorder and correspondent of the club

Section 1.2 He/She shall record all Officer and General meeting minutes (especially electronically).

  • Meeting minutes for officer and Committee Heads meetings should be sent out to the officers email list (iclubofficers-l@mtu.edu) before the end of each week (Saturday Midnight).

  • Meeting minutes from the General meetings should be sent out to the International Club email list (iclub-l@mtu.edu) before the end of each week.

Section 1.3 He/She shall send out a check list, by email, of officer duties to the officers and committee heads at the end of each week (Saturday Midnight). If an issue shall occur, he/she must inform all officers of the issue.

Section 1.4 He/She shall reserve rooms for general meetings and social events of the International Club.

Section 1.5 He/She shall record and update a record of the International Club active and non-active membership with sign-up sheets in the following categories:

  • Attendance at General Meetings.

  • Attendance at fundraising events/activities.

  • Attendance at social events/activities/gathering.

Section2. TREASURER

Section 1.1 . The Treasurer shall be in charge of all financial transactions.

Section 1.2 He/She shall be the sole custodian of the club's treasury. All expenditures exceeding twenty dollars must be approved by sixty percent of the official members and co-signed by the President.

Section 1.3 He/She shall maintain suitable records of the club's financial affairs. Office supplies shall be provided.

Section 1.4 He/She shall report the current budget of the Club to the officers by the end of every month – meaning, by the last day of every month at the latest.

Section 1.5 He/She shall manage and record all transactions of the International Club, such as depositing, organizing receipts, budget flow of International Night, activities, fundraising, and events from previous year(s). This shall assist the Treasurer in planning out future expenditures.

Section 1.6 He/She shall be responsible for purchasing office supplies, as long with the approval of the President if any spending shall exceed $20. Office supplies are as follows: binders, paper, writing utensils, posters, and other necessary office supplies.

Section 1.7 He/She shall manage and search for sponsorship for the Club. Such duty will be most needed for the huge multi-cultural event the International Club hosts: the International Night.

Section2. PUBLIC RELATIONS

Section 1.1 He/She shall publicize the activities of the club on campus and in the local community.

Section 1.2 He/She shall update the International Club display board in the MUB (ground floor). The board should be presentable and include valid information, such as current officers and meeting/event dates, times, and place.

Section 1.3 He/She shall manage the printing of posters and distribution of posters, flyers, and table tents.

Section 1.4 He/She shall keep up to date of students activities and cultural events on campus and in the local community

Article VI – General Duties

Section 1.1 All officers shall be, by default, active members in all committees of the Club.

Section 1.2 Each officer shall report to the President of his/her progress in duties (Refer to Article V for details on duties).

Section 1.3 Each officer is expected to present in all general meetings, officer meetings, and activities of the Club.

Section 1.4 Each officer must be on time to meetings, activities, and assigned appointments of the club and no later than ten minutes. This does not mean every officer is permitted to be late at all times just so as long as they meet the ten minutes.

Section 1.5 Each officer shall respond to emails and any other contact relating to the club in a timely manner.

Section 1.6 Failure to attend officer and general meetings more than three times per semester with out a valid excuse will result in officer re-evaluation meeting with the club advisor and officers.

Section 1.7 All plans and duties completed shall be documented electronically and collected in officer log binders.

Section 1.8 Each officer shall log in his/her log binder at least once a week to keep a record of duties completed and documents accordingly. These are useful resources for current officers and future officers to refer to throughout the year.

Section 1.9 If any issue shall occur that conflict with duties and

attendance, each officer and committee head must inform the President or the officers either by email or phone beforehand.

Article VII – Elections

Section 1. The elections of Presidents, Vice President, Secretary, Treasurer, Public Relations, and standing committee chair shall be held at the last business meeting of the spring term.

Section 2. Voting shall be by ballot and a plurality vote shall be required for election. Only persons who have been official members for at least one month immediately preceding the election shall be eligible to vote.

Section 3. The President, Vice President, Treasurer, and Secretary shall be elected from among the student members who have been members of the International Club for two full terms prior to the election.

Section 4. No two of these executive members shall be of the same nationality

Section 5. Committee Chairs shall be elected from among the student members.

Section 6. The term of the office of the President, Vice President, Secretary, Treasurer, and Committee Chairs shall be one academic year.

Section 7. At the regular April meeting of the club, the President, with the consent of the Program Committee, shall receive nominations and conduct the preparation of a slate of candidates for the offices of President, Vice President, Vice President, Secretary, and Treasurer, and Chairs of Standing Committees.

Section 8. The president shall make his/her report of the qualified candidates no later than two weeks before the club meeting at which elections are to be held. The report is to be distributed to each voting club member.

Section 9. Candidates for election should be nominated by a member in good standing. No single individual shall hold more than one position.

Section 10. When a vacancy occurs in an elected office, it shall be filled by a special election at the next business meeting after the office becomes vacant. Section 11. An officer may be removed from office on the grounds of malfeasance, misfeasance, or nonfeasance of their duties by a simple majority (51 percent) of the total membership at a regular meeting. The motion of removals may be brought up by a student member.

Section 12. Voting shall be done by ballot.

Article VIII – General Provisions

Section 1. A quorum for a business shall consist of 20 percent of the total student membership.

Section 2. "Robert's Rules of Order, Newly Revised" edition shall prevail at all business meetings except where they are in conflict with the provisions of this Constitution.

Section 3. Each activity presented in public has to be approved by the club members in a business meeting (e.g. sponsoring of presenting groups/persons). The club can call an event where everybody can present their ideas in public. The event shall be named and advertised as: "International Club - Speaker's Corner." It is organized by the Program Committee without consulting the club members. All decisions concerning the affairs of the club must be approved by a majority of the members of the Program Committee.

Section 4. This Constitution may be amended provided:
each proposed amendment is submitted in writing and announced at a regular meeting prior to the vote thereon copies of the proposed amendment are made available to each member at least two weeks prior to the vote of the members a simple majority (51 percent) of the total membership of the Club votes in favor of the amendment.
